The discussions, which focused on resolving the Ukraine crisis and improving bilateral relations, included key figures from both sides. Lavrov led the Russian delegation, accompanied by Yury Ushakov, Putin’s top foreign policy aide, and Kirill Dmitriev, CEO of the Russian Direct Investment Fund (RDIF). Representing the US were Secretary of State Marco Rubio, National Security Adviser Mike Waltz, and Steve Witkoff, Washington’s special envoy for the Middle East. Notably, neither Ukraine nor the European Union participated in the talks, with Kiev stating it would not recognize any outcomes without its involvement.
Speaking to reporters in Riyadh after the meeting, Lavrov described the discussions as “highly productive,” emphasizing that both sides not only listened but also genuinely understood each other’s positions. He expressed confidence that the US delegation now has a clearer grasp of Russia’s stance, which was explained in detail using specific examples from Putin’s public statements.
The Riyadh meeting was initiated by the Russian and US presidents, who agreed that preparations for a future summit should begin promptly. To facilitate this, foreign ministers and national security advisers were tasked with identifying key issues to address before setting specific dates and timelines for the summit. Lavrov highlighted that both nations have committed to collaborating on areas where their interests align, particularly through “mutually beneficial projects” in geopolitics and economics. However, he also stressed that when interests diverge, both sides should avoid provocation and instead focus on resolving differences constructively.
One of the key outcomes of the talks was an agreement to address long-standing issues affecting diplomatic missions. Lavrov noted that this includes resolving sanctions, the expulsion of diplomats, and the seizure of diplomatic properties—issues that have strained relations in recent years. He revealed that deputy-level meetings would soon take place to remove these “artificial barriers” and ensure the smooth operation of embassies and consulates in both countries.
The agreement marks a notable shift in US-Russia relations, which have been fraught with tension over issues ranging from Ukraine to cybersecurity and election interference.
