The report highlights underinvestment in surface-based air defense (SBAD), leaving critical infrastructure and military assets vulnerable to cruise missile attacks from sources as diverse as Russia, China, Iran and potentially non-state actors NATO to exert pressure are expected to increase spending on SBAD in the UK significantly, and pose an increasing risk with acquiring missile technology in rapid development is discussed. 

The report highlights the urgency of the situation, warning that ballistic missiles could hit the UK from anywhere in the world within 15 years. The UK’s overseas military bases are also considered increasingly at risk.
